Job summary

The Salvation Army USA Western Territory is seeking a Program Supervisor for Rapid Unsheltered Survivor Housing (RUSH) to oversee homeless assistance and direct client management with staff supervision.

The role emphasizes coordinating work plans, supervising case managers, and facilitating case conferences to ensure high-quality housing navigation and compliance with program standards.

Qualifications

• Bachelor's degree preferred or equivalent work experience in social work, human services, counseling or a related field.
• 2-3 years of professional homeless services, disaster recovery, or intensive case management experience, with leadership or supervisory experience.
• Experience working with homeless individuals who have mental illness and/or substance use issues.
• Excellent communication skills are required.
• Valid California Class C Driver License and ability to pass annual MVR background check.

Responsibilities

• Coordinate program work plans and lead workgroups; design solutions.
• Provide direct supervision to case managers, conduct evaluations, and facilitate conferences.
• Intervene in urgent cases to link clients to housing, financial assistance, and entitlements.
• Ensure compliance with program standards and reporting requirements.
• Review participant files and audit data in HMIS.
• Collaborate with property managers, landlords, and community partners to streamline housing navigation.
• Identify staff training needs and develop workshops; assist with program objectives and standards.
• Maintain program documentation and review reports for regulatory criteria.
• Provide case management support including documentation gathering, income increase, and employment linkage.
• Meet with clients weekly to review care plan goals and progress.
