Job summary

Position Summary

The Rapid Unsheltered Survivor Housing (RUSH) grants, outlining the eligible activities, requirements, and modifications for communities to provide housing assistance to people experiencing or at risk of homelessness who have been residing in a "declared disaster area" and have needs that are not otherwise served or fully met by existing federal disaster relief programs. The RUSH Program Supervisor oversees homeless assistance. The role combines direct client management with staff supervision.

Essential Functions
  • Coordinates program work plans, leads workgroups, and designs solutions.
  • Provide direct, routine supervision to case managers, conduct performance evaluations, and facilitate case conferences.
  • Intervene in complex, urgent cases to link clients in immediate housing, financial assistance, and vital entitlements.
  • Ensure all casework adheres to strict program standards, verifying that program regulations and reporting requirements are met.
  • Review participant files, track team statistics in databases like Homeless Management Information System (HMIS) and audit data.
  • Collaborate with local property managers, landlords, and community partners to streamline the housing navigation process.
  • Identify staff training needs and develop workshops or recommend training programs to enhance the performance of staff including development of casework plans, case management and case monitoring.
  • Establish priorities; participate in program planning; develop recommendations and assist with development and implementation of program objectives, policies, procedures, and standards; ensure compliance with laws, regulations, statutes, policies, and changes thereto; monitor and evaluate program effectiveness.
  • Maintain, review and interpret program management reports including workload, budget, personnel and program data; approve special expenditures; review reports to determine if regulatory criteria is met and if report should be assigned for services/investigation.
  • Provide case management support including assistance with gathering documentation, increasing income, employment linkage, and accessing necessary primary and mental healthcare.
  • Meet with established clients on a weekly basis to review, evaluate, and support care plan goal completion.
  • Engage individuals who are currently experiencing homelessness, both unsheltered and in emergency shelters, to provide case management and referrals to services that will ultimately lead to stable, independent housing.
  • Serve as resource for information regarding shelter availability, referrals and services, and provide responses to inquiries on the telephone, via email and in person; resolve complaints.
  • Prepare case reports, carefully document information, and maintain accurate case records.
  • Collaborate with team members and clients to develop individualized case plans and meet with established participants on a weekly basis to review, evaluate, and support care plan goal completion.
  • Maintain documentation standards as set forth by the program, LACDA, and the Homeless Management Information System.
Working Conditions

Direct service is primarily out in the community (i.e., homeless encampments, shelters, etc.) and not at the office. Thus, the RUSH Program Coordinator must have the ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis, the ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead; ability to operate computer, fax and telephone; and the ability to lift up to 25 lbs.

Minimum Qualifications
  • Bachelor's degree preferred or equivalent work experience in social work, human services, counseling or a related field)
  • At least 2-3 years of professional experience in homeless services, disaster recovery, or intensive case management, with at least 1-2 in a leadership or supervisory role.
  • At least 2-year experience working with homeless people who have mental illness and/or substance use issues.
  • Excellent communication skills
  • A valid California Class C Driver License and able to pass an annual MVR background check.
Skills, Knowledge & Abilities
  • Formulate and modify case plans in conjunction with client's needs.
  • Possess a high level of tolerance and understanding for individuals with urgent and multiple case management and health needs.
  • Excellent in Adobe Pro and Microsoft Office (Excel & Word), and skillful in Google Docs.
  • Able to represent the Salvation Army with community organizations.
  • Veteran status a plus
  • Ability to work well with others and committed to the vision that CIS/SSVF be a program of excellence.

Experience
