Job summary

Guidehouse is seeking a Lead, Extended Workforce Program to build, implement, and mature our global Extended Workforce Program remotely in the US. You will shape strategy, governance, supplier management, and worker classification frameworks across diverse partners including staffing agencies, EOR providers, and independent contractors.

Qualifications

  • Bachelor’s Degree; Four (4) years additional professional experience may be substituted in lieu of degree.
  • 6+ years of experience in contingent or extended workforce management, workforce planning, supplier management, talent acquisition, HR operations, program management, or a related field.
  • Experience building, operating, or governing an internally managed contingent workforce program.
  • Experience partnering with staffing agencies, EOR providers, direct-hire firms, independent contractor providers, or other extended workforce suppliers.
  • Knowledge of contractor compliance, worker classification, and contingent workforce models.

Responsibilities

  • Lead strategy, governance, supplier management, worker classification frameworks, and decision support across staffing agencies, direct-hire vendors, EOR providers, independent contractors, and MSP partners.
  • Build and mature the global extended workforce program with policies, decision frameworks, operating models, approval paths, and escalation processes.
  • Advise business leaders and HR partners on workforce channel choices based on business needs, timing, cost, risk, and compliance.
  • Own enterprise preferred vendor strategy and governance for direct-hire agencies, staffing suppliers, EOR providers, and teaming partners.
  • Lead supplier evaluations, performance reviews, scorecards, RFP support, consolidation, and service-level expectations.
  • Map current- and future-state processes; drive improvements, automation, testing, and cross-functional UAT.
  • Partner with Workforce Intelligence and Finance to establish reporting on external workforce activity and governance outcomes.
  • Drive adoption of standardized processes and serve as governance partner across TA, Shared Services, Finance, Procurement, Legal, IT, HR.

## Lead, Extended Workforce ProgramApply: US - Remote (Any location): Full time: Posted Yesterday: 45224**Job Family:**Resource Management**Travel Required:**Up to 10%**Clearance Required:**None**What You Will Do**The Extended Workforce Program Lead will build, implement, and mature Guidehouse's global Extended Workforce Program. This individual contributor will lead strategy, governance, supplier management, worker classification frameworks, and decision support across staffing agencies, direct-hire vendors, Employer of Record (EOR) providers, independent contractors, and managed services partners. The role partners with Talent Acquisition, Procurement, Legal, Finance, InfoSec, Shared Services, HR, and business leaders to improve workforce decisions, strengthen controls, increase spend visibility, and scale the program through standardized processes, reporting, and technology.**Key Responsibilities*** Build and mature the global extended workforce program, including policies, decision frameworks, operating models, approval paths, and escalation processes.* Advise business leaders and HR partners on the appropriate workforce channel based on business needs, timing, cost, risk, compliance, and long-term workforce strategy.* Own the enterprise preferred vendor strategy and governance program for direct-hire agencies, staffing suppliers, EOR providers, and teaming partners in partnership with cross-functional owners.* Lead supplier evaluations, performance reviews, scorecards, RFP support, consolidation efforts, and service-level expectations; partner with Procurement on contracts and commercial terms.* Build worker classification and independent contractor decision frameworks; coordinate classification, compliance, and risk decisions with Legal, Procurement, HR, and other partners.* Map current- and future-state processes and lead program improvements, automation, requirements definition, implementation planning, testing, and cross-functional user acceptance testing.* Partner with Workforce Intelligence and Finance to establish reporting on external workforce activity, spend, supplier performance, program adoption, and governance outcomes.* Drive adoption of standardized processes and serve as the primary governance partner across Talent Acquisition, Shared Services, Finance, Procurement, Legal, IT, HR, and the business.**What You Will Need:*** Bachelor’s Degree; Four (4) years additional professional experience may be substituted in lieu of degree.* 6+ years of experience in contingent or extended workforce management, workforce planning, supplier management, talent acquisition, HR operations, program management, or a related field.* Experience building, operating, or governing an internally managed contingent workforce program.* Experience partnering with staffing agencies, EOR providers, direct-hire firms, independent contractor providers, or other extended workforce suppliers.* Knowledge of contractor compliance, worker classification, and contingent workforce models.**What Would Be Nice To Have:*** Experience with Workday, workforce analytics, automation, or related workforce technology.* Experience with preferred vendor programs, scorecards, RFPs, or supplier performance reviews.* Professional services, consulting, government contracting, or highly matrixed enterprise experience.* Experience designing governance frameworks, operating models, or enterprise processes.* Ability to influence leaders and cross-functional stakeholders without direct authority.* Strong program management, process improvement, communication, and presentation skills.The annual salary range for this position is $98,000.00-$163,000.00.
