Job summary

Commonwealth of Pennsylvania seeks an Environmental Engineer Manager to oversee the Northeast Regional Office, Clean Water division. You will lead the Permits Section, supervise staff, and oversee reviews of water quality and wastewater projects to ensure compliance with engineering standards and environmental protection.

You will coordinate with applicants and stakeholders, prepare draft permits, and support hearings, while managing workflow and using standard operating procedures.

Qualifications

• Two years as an Environmental Engineer or an Air Quality Engineer (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration).
• Five years of professional engineering experience in environmental protection or in environmental project development, design or construction.

Responsibilities

• Lead the activities of the Permits Section: supervise staff, assign work, review tasks, ensure quality engineering evaluations.
• Evaluate applications, plans, and technical documents related to water quality and wastewater systems.
• Develop water quality and technology-based effluent limits using modeling tools and engineering standards.
• Prepare draft permits, review comments, support hearings, and make recommendations for permit decisions.
• Manage workflow, apply SOPs, and track permit activities using required systems.
• Support applicants, consultants, and partners by providing guidance and responding to inquiries.
