Job summary

City of Stockton, CA is seeking two Senior Environmental Control Officers to lead the Environmental Control Division within the Municipal Utilities Department. The role focuses on protecting water quality, ensuring NPDES permit compliance, and enforcing pretreatment, FOG, waste hauler, and dental amalgam programs.

The ideal candidate will demonstrate leadership, effective communication, and problem-solving skills while guiding a team through inspections, enforcement actions, and records reviews

Qualifications

• Must possess a valid California driver's license and obtain a 40-hour HAZWOPER certification within 6 months of hire.
• Must have the strength to lift and maneuver objects up to 50 pounds and be available for after-hours inspections and emergency responses.
• Must obtain CWEA Grade II Environmental Compliance Inspector Certification within 18 months of hire.
• Knowledge of wastewater and stormwater principles, regulatory laws, record keeping, and safety practices.
• Experience leading, training, and supervising staff in a regulatory setting.

Responsibilities

• Lead and train Environmental Control Officers; handle complex wastewater and stormwater enforcement issues.
• Inspect specially permitted industries and review technical reports for permit compliance.
• Issue enforcement actions and ensure adherence to federal, state, and local regulations.
• Provide direction and guidance to the team and coordinate inspections, sampling, and reporting.
