Job summary

Roc Search seeks an experienced Civil Project Manager to lead land development projects from planning through permitting and construction. You will direct civil engineers and designers, coordinate with clients, architects, contractors and regulators, and drive project success across disciplines.

The role requires 8+ years in civil engineering with PM leadership, a strong grasp of site design, permitting, and budgeting, and travel as needed. PE preferred and on-site work in Dallas area.

Qualifications

• 8+ years of civil engineering experience with PM/senior leadership exposure
• Experience delivering private-sector land development and site design projects
• Strong understanding of civil site design incl. grading, drainage, utilities, roadways
• Familiarity with permitting and entitlement processes
• Experience developing fee proposals and pursuit materials

• Supervising and mentoring engineering/design professionals
• PE registration preferred; willingness to travel periodically

A establish engineering consulting firm is looking for an experienced Civil Project Manager to join its Land Development group. This individual will take ownership of civil projects, guide technical teams, work directly with clients and agencies, and contribute to the continued growth of the practice.

Key Responsibilities

• Take ownership of several land development assignments, guiding each project from early planning and design through permitting and construction.
• Direct the work of civil engineers and designers responsible for site development deliverables.
• Serve as a key contact for clients and coordinate project requirements with architects, contractors, consultants, and other stakeholders.
• Bring together the efforts of supporting disciplines such as surveying, transportation, and drainage/H&H to keep projects moving efficiently.
• Work with local jurisdictions throughout the entitlement and permitting process.
• Review design packages and provide technical oversight to maintain consistency and quality across project deliverables.
• Assist with construction-related matters, including contractor questions, field coordination, RFIs, and site visits.
• Monitor project economics and resource needs, including staffing, budgets, fees, billing, and overall financial performance.
• Help identify new opportunities through existing client relationships, proposals, presentations, and pursuit efforts.
• Provide direction and mentorship to junior and mid-level professionals while helping establish priorities and distribute workloads.

Required Experience & Skills

• 8+ years of civil engineering experience, with at least 2-4 years operating in a project management or senior leadership capacity.
• Background delivering private-sector land development and site design projects.
• Strong understanding of civil site design, including grading, storm drainage, utilities, roadway layouts, and related infrastructure.
• Comfortable working with Civil 3D and other modern engineering design tools.
• Familiarity with permitting, entitlement processes, construction practices, and coordination with local government agencies.
• Proven ability to control project scope, financials, staffing, deadlines, and client expectations.
• Experience developing fee proposals, project approaches, qualification materials, and other pursuit documentation.
• Ability to cultivate productive relationships with clients, consultants, contractors, and regulatory personnel.
• Previous experience supervising, mentoring, and developing engineering or design professionals.
• Strong written and verbal communication skills with the ability to work effectively across technical and non-technical groups.
• Bachelor's degree in Civil Engineering or a closely related discipline.
• PE registration is preferred.
• Willingness to travel periodically for project meetings, site visits, and company-related activities.
