Compensation Range: $31.30 - $36.00 Hourly Rate
Job Description Summary:
We are hiring for two positions: one onsite in San Diego, CA, and the other onsite in Los Angeles, CA.
Provide overall compliance support to projects requiring prevailing wage and other specific labor requirements.
Job Responsibilities and Duties:
- Monitor certified payroll for both internal self-perform projects and external subcontractors.
- Be responsible for labor compliance company-wide.
- Review all public contracts (and any private ones with special requirements) for labor requirements such as certified payroll, skilled labor, local hire, diversity, etc., and coordinate with project teams and departments to ensure proper monitoring, reporting, and submissions to agencies.
- Perform periodic audits on projects to ensure compliance.
- Develop risk assessments for the Compliance Programs.
- Stay informed about applicable laws and regulations affecting Swinerton's policies and procedures.
- Participate in third-party, government reviews, audits, and inquiries, collaborating with relevant departments and the Director of Compliance.
- Ensure organizational policies and procedures are followed.
- Create and maintain positive relationships with stakeholders and contractors.
- Conduct labor compliance training sessions for stakeholders, employees, and contractors.
- Review and verify payroll records, benefit statements, employer training contributions, and apprenticeship paperwork for compliance.
- Request missing or revised documentation and communicate with contractors to ensure compliance.
- Use compliance monitoring software like LCP Tracker to review and approve payroll documents.
- Prepare information for third-party requests and correspondences related to payments and documentation.
- Perform other related duties as assigned.
Minimum Skills and Experience:
- At least three years of experience with Public Works Labor Compliance Programs or Project Labor Agreements.
- Bachelor's degree in business or a related field from a recognized college or university.
- Experience with prevailing wage enforcement, analysis, and auditing.
- Knowledge of employment practices in construction and state labor regulations.
- Experience in implementing procedures and coordinating with internal and external departments.
- Ability to work independently, accurately, and strategically, with good communication skills.
- Proficiency with PC applications including Word and Excel.
- Strong interpersonal skills and professional communication.
