Job summary

Boutique Recruiting is seeking a Labor Compliance Administrator in Altadena, CA, to manage certified payroll, union reporting, and project-specific compliance from start to finish.

The role requires strong knowledge of labor compliance in construction, the ability to meet tight weekly and monthly deadlines, and collaboration with payroll, accounting, and contract compliance teams. This hands-on position offers growth as the company expands.

Qualifications

  • 2+ years of construction labor compliance and certified payroll experience required.
  • Strong understanding of certified payroll, union reporting, and labor compliance.
  • Familiarity with DAS 140, DIR, LAUSD and fringe benefit statements.
  • Proficiency in Microsoft Excel, Word, and Outlook.
  • Excellent organizational skills and ability to manage multiple deadlines.

Responsibilities

  • Manage labor compliance across commercial and public works projects.
  • Generate and submit weekly certified payroll through DIR, OCPS, and portals.
  • Prepare documents like DAS 140/142 forms, apprentice certifications, signatories, fringe statements.
  • Generate and submit monthly union reports and letters.
  • Review PLA, PSA, and CWA requirements and hiring standards.
  • Track payroll docs from subcontractors and assist audits.
  • Attend start and pre-construction meetings to identify compliance needs and deadlines.

Job description

Position Title: Labor Compliance Administrator

Salary Range: $30–$35/hour DOE

Bring your labor compliance expertise to a growing electrical construction company where deadlines matter, details matter, and your work directly keeps major projects moving forward. The Labor Compliance Administrator will manage certified payroll, union reporting, and project-specific compliance documentation from project start through completion, working closely with payroll, accounting, and contract compliance teams.

This role is ideal for someone who understands construction labor compliance, stays ahead of strict weekly and monthly deadlines, and thrives in a hands‑on environment where everyone takes ownership.

Responsibilities
  • Manage labor compliance requirements and documentation across commercial and public works construction projects
  • Generate and submit weekly certified payroll through DIR, OCPS, and other required compliance portals
  • Prepare and maintain documentation including DAS 140/DAS 142 forms, apprentice certifications, authorized signatories, labor law checklists, and fringe benefit statements
  • Generate and submit monthly union reports, union status letters and supporting documentation
  • Review Project Labor Agreements (PLA), PSA and CWA requirements and track applicable hiring standards
  • Track certified payroll documentation from subcontractors and serve as a key point of contact during owner and customer compliance audits
  • Attend job start and pre‑construction meetings to identify compliance requirements and ensure deadlines are met throughout the project lifecycle
Requirements
  • 2+ years of experience in a construction business environment with previous labor compliance and certified payroll experience required
  • Strong understanding of certified payroll, union reporting, and construction labor compliance requirements
  • Familiarity with DAS 140, DIR, LAUSD, fringe benefit statements, and related labor reporting processes
  • Proficiency in Microsoft Office including Excel, Word, and Outlook
  • Exceptional organization and attention to detail with the ability to manage multiple deadline‑driven responsibilities simultaneously
  • Professional communication skills with the ability to work effectively with employees, vendors, subcontractors, and customers
  • Proactive, adaptable team player who is comfortable wearing multiple hats and taking ownership in a growing environment
