Job Description: Junior Human Resources Generalist - NYC Department of Investigation

The New York City Department of Investigation (DOI), one of the oldest law enforcement agencies in the country, is dedicated to combating municipal corruption. It acts as an independent, nonpartisan watchdog for NYC government, City agencies, employees, vendors with City contracts, and recipients of City funds.

DOI is seeking a Junior Human Resources Generalist to support its HR team. This role involves assisting with personnel recruitment, onboarding, performance evaluation tracking, benefits administration, and preparing confidential reports using NYC personnel databases such as CHRMS and PMS. Additional responsibilities include conducting exit interviews and coordinating HR-related events.

The successful candidate will be part of a dynamic team developing strategies to support HR functions in a high-profile, fast-paced environment. Key responsibilities include:

  1. Maintaining and updating vacancy reports and tracking systems related to recruitment and retention, utilizing NYCAPS to create job openings and source candidates.
  2. Managing civil service hiring pools and ensuring compliance with civil service rules and DCAS timeframes.
  3. Conducting new-hire orientations and collaborating with hiring managers for smooth onboarding.
  4. Providing information on employment policies and benefits.
  5. Participating in departmental initiatives and events.
  6. Implementing personnel actions for various employee transitions using City HRIS systems like NYCAPS, PMS, PRISE, and CHRMS.
  7. Generating reports from City HRIS systems.
  8. Addressing employee concerns promptly and effectively.

Minimum Qualifications
  • Baccalaureate degree and two years of community work experience, or
  • High school diploma and six years of relevant community experience, or
  • Equivalent education/experience, with at least one year of experience as described above.
Preferred Skills
  • Bachelor's Degree.
  • At least two years of HR experience within a NYC government agency.
  • Familiarity with HR onboarding and processes.
  • Strong work ethic, attention to detail, organizational skills, and ability to work independently.
  • Excellent communication and customer service skills.
  • Proficiency in MS Office and City HRIS systems like CHRMS, NYCAPS, and PMS.
  • Ability to thrive in a fast-paced, team-oriented environment.
  • Confidentiality and knowledge of NYC Civil Service processes.
Additional Information
