- Reviewing, verifying, and analyzing data for consistency with financial and program objectives.
- Performing extensive reviews to verify the accuracy of financial transactions.
- Monitoring the use and rate of expenditures of budgeted funds through dialogue with management, review of documentation, and examination of records.
- Keeping the IJC updated by studying, analyzing, and interpreting DOS and U.S. government statutes, rules, and regulations to align with IJC plans and priorities.
- Reviewing the Department of State financial systems for the IJC regularly and reporting irregularities or anti-deficiency issues to the U.S. Section Secretary.
- Reconciling the IJC's financial data with DOS systems to ensure accurate reporting and advising discrepancies to the U.S. Section Secretary.
- Providing timely and accurate funding status reports to relevant staff.
- Advising IJC managers on funding amounts, types, purposes, and time frames for budget use.
- Analyzing and reporting trends in budget obligations and expenditures.
- Assisting in budget formulation, presentation, and execution, providing guidance on budget management.
- Preparing budget schedules, justifications, reports, and responses to requests from IJC and related offices.
- Developing detailed financial and outlay plans in collaboration with senior management for long-term planning.
- Managing the total accounting program, including obligations, liquidations, and adjustments of funds.
- Reviewing weekly, monthly, and quarterly financial reports and preparing tailored GBI reports and spreadsheets.
- Developing budget information and financial reports for the U.S. Section expenditures, including historical and current data for both Washington, D.C., and the Great Lakes Regional Office.
- Maintaining knowledge of financial management principles, U.S. federal laws, and DOS financial systems such as BFPS, IBIS, GFMS, and GBI.
- Ensuring accurate recording of financial data and preparing comprehensive spreadsheets for analysis.
Minimum Requirements:
- GS-12 equivalent
- Bachelor's Degree in any major
- At least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or management
- Strong oral and written communication skills
- Ability to sign non-disclosure agreements when handling sensitive information
Preferred Qualifications:
- Previous experience as a U.S. Government Accounting and Budget Officer
