- Data entry of requisitions, commitments, and obligations in DOS financial systems for the financial functions of the IJC, including but not limited to acquisitions of goods and services, State Department services, and miscellaneous obligation documents and commitments.
- Data entry including accurate recording of detailed information on travel authorizations, purchase orders, contracts, interagency agreements, and purchase card purchases.
- Reviewing, verifying, and analyzing data for consistency with financial and program objectives.
- Entering and tracking travel authorizations and purchases on the government purchase card, ensuring proper data entry into relevant financial systems including the federal government E2 system, ILMS, procurement system Ariba, GFMS, and Purchase Card Management and Reporting System (PMARS).
- Entering financial obligations and commitments for IJC and DOS records, subsidiary ledgers, and financial systems.
- Recommending transfer of funds between object classes and line-item accounts within the same allotment when funds are needed to cover increases in obligations or expenditures, adhering to established limits.
- Preparing data summaries for inclusion in financial and other reports on the status of funds, expenses, and obligations as required by program managers.
- Identifying financial and operational irregularities and problems in records, subsidiary ledgers, and appropriations obligations that lack proper documentation, hinder operations, violate financial policies, or adversely affect funds.
- Accessing and controlling unclassified information, which may include private, proprietary, or other controlled or unclassified data.
- Providing solutions based on well-established principles and practices or referring issues to the COR for resolution when potential disruptions are identified.
- Verifying that obligations and expenditures occur timely, in accordance with payment schedules, work plans, and regulatory controls, within the authorized amounts.
Knowledge of...
- Financial management and federal travel laws and regulations.
- DOS financial and acquisition systems including GFMS, ILMS, PMARS, Ariba, and GBI.
- Requisition submission, report generation, and analysis of weekly and monthly fund status reports, obligations, and quarterly expenditure reports.
- Methods for accurately recording function and budget object codes to produce expenditure reports reflecting all U.S. Section expenditures, commitments, and unliquified obligations.
- Preparation of Excel spreadsheets and reviewing financial data and information.
Minimum Requirements
- GS-9 equivalent
- Associate's Degree in any major
- At least 24 semester hours in fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
- Strong oral and written communication skills
- Ability to execute and sign non-disclosure agreements when working with sensitive or proprietary information
Preferred Qualifications
- Previous experience as a U.S. Government Data Entry Operator
Salary: $70,000 - $91,000 per year
