Qualifications

Responsibilities

  • Design, configure, and support enterprise telephony systems including Mitel MiCollab and PBX environments.
  • Administer and optimize Mitel Contact Center solutions (queue management, IVR, reporting, agent tools).
  • Manage VoIP and SIP-based services with secure signaling and media transport.
  • Support cloud contact center technologies including AWS Connect, integrations, call flows, and user provisioning.
  • Install, configure, and maintain Grandstream analog telephony interfaces and endpoints.

Job Description

The IT Telecommunications Engineer plays a vital role in designing, implementing, maintaining, and optimizing the City of Chesapeake’s unified communications and telephony infrastructure. This position ensures reliable, secure, and scalable voice, collaboration, and contact center services that support City operations and enhance communication across the organization.

The ideal IT Telecommunications Engineer will have hands‑on experience supporting modern Voice over Internet Protocol (VoIP) technologies, Session Initiation Protocol (SIP) systems, telecommunications networks, and cloud communication platforms. Experience with Mitel MiCollab, Mitel Contact Center, Grandstream Analog Telephone Adapters (ATA), and Amazon Web Services (AWS) Connect is strongly preferred.

Key Responsibilities:

  • Design, configure, and support enterprise telephony systems, including Mitel MiCollab, PBX environments, voicemail, call routing, and unified communications components.
  • Administer and optimize Mitel Contact Center solutions, including queue management, IVR configuration, reporting, agent tools, and workflow customizations.
  • Manage VoIP and SIP‑based services, ensuring call quality, system stability, codec alignment, and secure signaling and media transport.
  • Support cloud contact center technologies, including Amazon AWS Connect, integrations, call flows, and user provisioning.
  • Install, configure, and maintain analog telephony integrations, including Grandstream ATA devices and legacy interfaces required for fax, paging, and specialty endpoints.
  • Monitor and troubleshoot telecommunications performance, including call quality, endpoint issues, SIP trunking, SBC configurations, and network‑related voice disruptions.
  • Participate in telecom lifecycle management, including system upgrades, vendor coordination, firmware updates, and technology modernization initiatives.
  • Maintain documentation, including architecture diagrams, configuration standards, call flow mappings, and operational runbooks.
  • Ensure compliance with security practices, voice network segmentation, encryption standards, and identity/access controls.
  • Provide Tier II/Tier III support for telecom incidents, escalations, contact center issues, and urgent service needs.

Skills & Qualifications:

  • Strong understanding of VoIP, SIP protocols, codecs, PBX architectures, and voice network fundamentals.
  • Experience supporting Mitel MiCollab and Mitel Contact Center platforms.
  • Hands‑on expertise with AWS Connect configuration and operation preferred.
  • Familiarity with Grandstream ATA devices and analog integrations.
  • Ability to diagnose and resolve telecom issues across physical, network, and application layers.
  • Experience with SBCs, SIP trunks, carrier services, and QoS configuration.
  • Knowledge of network fundamentals including VLANs, routing, DHCP options, firewalls, and packet capture analysis.
  • Strong documentation, analytical, and communication skills.

Required Qualifications

Vocational/Educational Requirement: Requires any combination of education and experience equivalent to a bachelor’s degree in computer science, information systems, or a closely related field.

Experience: In addition to satisfying the vocational/education standards, this class requires a minimum of two years of related, full‑time equivalent experience.

Special Certifications and Licenses: Requires a valid driver’s license with a driving record that complies with the City’s Driving Standards. CompTIA A+, CompTIA Network+, MCITP Exchange Server, and Microsoft Server 2008 Active Directory certifications preferred.

Special Requirements: Employees may be expected to work hours in excess of their normally scheduled hours in response to short‑term department needs and/or City‑wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
