Job summary

State of Idaho Controller's Office seeks an IT Data Analyst I Enterprise Reporting to design, build, and maintain enterprise reporting solutions.

The role focuses on Cognos and Power BI dashboards, SQL development in SSMS, and enabling self-service analytics for multiple stakeholders. In-office Boise position with emphasis on data accuracy and governance.

Qualifications

IT Data Analyst I Enterprise Reporting- Applications and Development

GENERAL INFORMATION:

KEY RESPONSIBILITIES

This role ensures that the Office has a stable, scalable, and trusted data foundation, enabling high-quality reporting, improved transparency, and data-driven decision-making across the organization.

Essential Job Functions:

  • Design, build, and maintain reports and dashboards using IBM Cognos Analytics, Microsoft Power BI, and other BI tools.
  • Develop and optimize SQL queries, stored procedures, views, and functions using SQL Server Management Studio (SSMS).
  • Optimize data models and structures (including Cognos frameworks and Power BI semantic models) for reporting performance and usability.
  • Enable and support self-service analytics capabilities for agency and operational stakeholders.
  • Perform regular audits to identify and resolve data errors, inconsistencies, gaps, and cross-system mismatches.
  • Establish and promote data standards, naming conventions, and field definitions to ensure consistency across reporting solutions.
  • Maintain data dictionaries and documentation covering field definitions, ownership, lineage, and standards.
  • Ensure a single, reliable source of truth is reflected consistently across enterprise reporting outputs.
  • Partner with business stakeholders to gather, clarify, and document requirements for analytics, reporting, and data products.
  • Translate ambiguous business requests into structured problem statements, user stories, acceptance criteria, and technical specifications.
  • Facilitate discovery sessions, requirements workshops, and cross-functional alignment meetings.
  • Identify gaps between stakeholder expectations, available data, and technical feasibility; proactively communicate risks and tradeoffs.
  • Support user acceptance testing and promote consistent use of data definitions and standardized analytics practices.
  • Participate in Agile/Scrum ceremonies, team meetings, and cross-training activities.
  • Develop subject matter expertise in assigned reporting tools and data systems; assist with training and onboarding of team members and end users as proficiency grows.
  • Write user stories, document acceptance criteria, and support sprint planning and prioritization.
  • Contribute to time-sensitive development, scheduled releases, and technology strategy milestones.
  • Monitor, troubleshoot, and resolve production support tickets for current reporting systems.
  • Communicate with users in a timely, clear, and effective manner.
  • In-person (and in-office) collaboration with team members to problem solve and provide customer service in real time is essential to this position.

Additional Functions:

  • Contributes to the positive performance of the Computer Services Division and the Office.
  • Demonstrates timely and consistent attendance (critical to this position).
  • This is an in-office position.
  • Any additional duties as assigned by the State Controller or their designee.

Minimum Qualifications:

  • Note: College coursework in the areas mentioned will count as experience
  • Experience writing and optimizing SQL queries, including joins, aggregations, stored procedures, and functions (SQL Server preferred).
  • Experience developing or maintaining reports and/or dashboards using a BI or reporting tool (e.g., IBM Cognos, Power BI, SSRS, or equivalent).
  • Experience gathering stakeholder requirements and translating them into clear documentation for technical teams.
  • Experience identifying and resolving complex data or system-related problems and translating them into workable solutions.
  • Experience with version control systems (e.g., Git/Bitbucket).
  • Strong attention to detail and a high standard for data accuracy and consistency.
  • Good knowledge of current trends in Information Technology and SDLC practices.
  • Strong written and verbal communication skills; able to adapt style for both technical and non-technical audiences.
  • Ability to organize and manage multiple concurrent initiatives effectively.

Preferred Qualifications:

  • Bachelor's degree in Computer Science, Information Systems, Data Analytics, or a related field.
  • Proficiency with IBM Cognos Analytics, including Framework Manager, Report Studio, Dashboard authoring, and data module development.
  • Proficiency with Microsoft Power BI, including Power Query (M), DAX, data modeling, and workspace/gateway administration.
  • Proficiency with SQL Server Management Studio (SSMS), including database object management and performance tuning.
  • Experience with data warehouse concepts, ETL/ELT processes, and data modeling best practices.
  • Familiarity with enterprise data governance, data lineage, and security practices.
  • Experience maintaining data dictionaries, metric definitions, or business glossaries.
  • Experience with software development methodologies (Agile, Scrum, etc.).
  • Understanding of financial or governmental reporting requirements is a plus.
  • Knowledge of software testing techniques and quality assurance frameworks.
  • Strong analytical, problem-solving, and interpersonal skills.
  • Ability to work both independently and collaboratively in a team environment.
