Job summary

The State of Idaho is seeking a Business Analyst to join the Application Delivery PMO in Boise. The role focuses on translating business needs into clear technology requirements and supporting the lifecycle from discovery to deployment.

Application & Data Services (ADS) is excited to announce an opening for aBusiness Analystto join the Project Management Office (PMO) within the Chief Technology Officer’s Application Delivery group inBoise, Idaho.This position plays a key role in helping DHW programs and technical delivery teams translate business needs into well-defined, actionable technology solutions.

As part of the Application Delivery PMO, you will work closely with program staff, project managers, developers, architects, vendors, and other stakeholders throughout the project and solution lifecycle. This position is well-suited for a business analyst who thrives in a collaborative delivery environment and can combine discovery, process analysis, requirements development, communication, and implementation support.

Business analysts in the PMO help ensure application development, modernization, and enhancement efforts begin with a clear understanding of the business need and remain aligned with validated requirements through delivery. The role supports current- and future-state analysis, process documentation, requirements gathering and traceability, solution evaluation, testing and validation, and transition to operational support.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

  • Serve as a Business Analyst within the Application Delivery PMO, supporting application development, modernization, enhancement, and process improvement initiatives.
  • Conduct discovery sessions with program staff and subject matter experts to understand business goals, pain points, operational context, and desired outcomes; document business needs in clear, actionable formats.
  • Facilitate process mapping and analysis to identify inefficiencies, bottlenecks, dependencies, or automation opportunities; produce current- and future-state workflows.
  • Translate business needs into well-defined functional and non-functional requirements, use cases, user stories, acceptance criteria, and other delivery artifacts that can be validated by business and technical stakeholders.
  • Support project scoping and business case development by documenting objectives, assumptions, dependencies, risks, benefits, and implementation considerations.
  • Partner with project managers, developers, architects, vendors, and other technical resources to clarify requirements, evaluate solution options, and maintain alignment between business needs and technical delivery.
  • Support solution validation, testing, user acceptance activities, implementation planning, and transition to operational support; help ensure delivered functionality meets documented requirements.
  • Maintain requirements and decision traceability, identifying changes or gaps that may affect scope, schedule, solution design, or stakeholder expectations.
  • Facilitate stakeholder communication and working sessions, providing clear documentation, status information, findings, and recommendations appropriate to both business and technical audiences.
  • Support consistent PMO and Application Delivery practices through reusable documentation, lessons learned, process refinement, and coordination with related business, vendor, or enterprise efforts.

You must possess all the minimum qualifications below to pass the exam for this position.   • Good knowledge of project management. Typically gained by two years' experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion; OR Certification as a Business Analyst Associate; OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK) and two years' experience performing routine duties in requirements discovery, process analysis, and preparation of reports and written documents.
  • Good knowledge of organizational/business analysis and evaluation. Typically gained by completing at least six semester hours of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work; OR at least four years' work experience performing professional-level evaluative, analytical and planning work.
  • Good knowledge of process improvement methodology. Typically gained by at least two years' experience performing requirements discovery, process analysis, and preparation of reports and written documents OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK).

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience facilitating business process discovery and mapping sessions. Typically gained through at least 2 years of experience leading workshops or interviews to document as-is and to-be workflows using tools like Visio, Lucidchart, or Miro.
  • Experience translating business needs into functional and non-functional requirements. Typically gained by at least 2 years of experience producing user stories, use cases, acceptance criteria, BRDs, or comparable requirements documentation for technical or operational solutions.
  • Experience working with cross-functional application delivery teams. Typically gained by at least 1 year of experience partnering with project managers, developers, architects, technical staff, or vendors to clarify requirements and support solution delivery.
  • Experience supporting technology or process improvement projects through the full lifecycle. Typically gained by at least 2 years of experience supporting projects from discovery and requirements through implementation, including stakeholder coordination, documentation, testing and validation support.
  • Experience working within a formal PMO or project governance process. Typically gained through at least 1 year supporting established intake, planning, status reporting, change control, prioritization, or approval processes.
