Job summary

Bexar County is seeking a Change Management Analyst II to support IT change governance, implement a robust change framework, and drive process improvement. Qualifications

• Graduation from an accredited college or university with a relevant degree, 3-5 years of experience or equivalent.
• Experience in enterprise IT change management and release management.
• Experience creating performance metrics and continual improvement models for process control.
• Experience with change control, root cause analysis, and corrective action methods.
• Experience with stakeholders at all levels of IT and customers.
• Advanced ITSM knowledge (ITIL/COBIT); familiarity with SDLC and project management.

Responsibilities

• Serves as subject matter expert with urgency and accountability.
• Develops and implements an IT Change Management Framework and improvements.
• Fosters understanding of change management scope, policies, and sub-processes.
• Continuously improve change management processes.
• Develops process flow diagrams and SOPs.
• Provides coaching in planning and execution of change management.
• Establishes and reports on key performance metrics for change management.
• Ensures documentation and artifacts are collected and stored.
• Facilitates weekly CAB meetings and aligns release schedules.
• conducts release readiness and milestone reviews; go/no-go reviews.
• Monitors progress to ensure timely application releases.
• Coordinates maintenance windows and communicates tasks.
• Develops knowledge of business processes to identify when changes are needed.
• Monitors implementation to minimize disruption to operations.
• Oversees root cause analysis and corrective action for changes.
• Documents changes and outcomes; informs stakeholders of impact.
• Performs other related technology duties as assigned.
