Job summary

The City of Thousand Oaks seeks two IT Business Analysts to support technology modernization, business-process improvement, and operational alignment across City departments. This professional-level role serves as a key liaison among stakeholders, management, technical teams, vendors, and consultants to ensure initiatives align with city needs and service delivery.

Qualifications

• Two years of progressively responsible professional experience in business analysis, operational analysis, workflow design, project coordination, or related technology and operational functions.
• Experience developing Business Requirements Documents, facilitating stakeholder discussions, supporting technology procurement, and contributing to cross-functional enterprise initiatives is desirable.
• A valid Class C California driver’s license is required.

Responsibilities

• Analyze business processes, workflows, and service-delivery needs; recommend improvements and technology-enabled solutions
• Gather, document, and validate business, operational, and technical requirements for enterprise initiatives
• Develop Business Requirements Documents, workflow diagrams, process maps, and related project documentation
• Serve as a liaison among City departments, management, technical teams, vendors, and consultants to advance enterprise technology and modernization initiatives
• Facilitate stakeholder meetings and workshops with departments, technical teams, vendors, and consultants
• Lead project activities, including testing, issue tracking, implementation support, and stakeholder communication
• Support technology governance, procurement, vendor coordination, change management, training, and user adoption
• Prepare project status reports, presentations, and recommendations for management and stakeholders
