Job summary

Advanced Network Consulting is seeking a Business Systems Analyst to support enterprise-level requirements development, process analysis, and systems modernization for 911/311 and core IT environments. The role partners with technical teams, stakeholders, and agencies to enable workflow improvements and system integrations.

The senior analyst will lead design sessions, translate business needs into technical specs, and support testing, reporting, and change management.

Qualifications

• Bachelor’s degree in IT or related field or equivalent experience.
• 11-15 yrs. of business systems analysis or IT project support experience.
• Experience with workflow analysis and enterprise process improvement.
• Strong requirement gathering and documentation skills.
• Use case development and process modeling experience.
• Multistakeholder coordination experience.
• Testing and UAT support experience.
• Data validation, mapping, and quality review experience.
• Experience with reporting, dashboards, and presentations.

Responsibilities

• Formulates and defines systems scope and objectives based on user needs and understanding of business systems.
• Devises or modifies procedures to solve complex problems considering system limitations and desired results.
• Provide consultation on complex projects as a senior-level specialist across phases of systems analysis.
• Lead requirement development sessions to gather detailed business and functional requirements.
• Analyze workflows, processes, and system configuration to identify improvement opportunities and modernization needs.
• Develop business process models, use cases, workflow diagrams, and documentation for system design.
• Translate requirements into clear technical specs for IT teams.
• Evaluate system capabilities, performance data, and user feedback to propose enhancements.
• Support testing activities including test plan development, test case creation, UAT, and issue tracking.
• Coordinate with cross-functional stakeholders to align operational needs with technical solutions.
• Assist in developing standardized tools, templates, and dashboards.
• Support change management activities including training docs and stakeholder communications.
• Conduct impact assessments for system changes on users and processes.
• Support data validation and data quality reviews across platforms.
• Prepare reports and recommendations for leadership based on analysis.
