Job summary

Virginia Department of Transportation (VDOT) is seeking a skilled Contract Oversight Specialist to provide daily oversight over contractors performing maintenance on interstates and major primaries. You will monitor compliance with contract requirements, assist districts with reports, and ensure contracts align with VDOT policies and guidelines.

You will communicate with contractors, supervise field inspections, and review contractor performance during significant events.

Qualifications

• Ability to evaluate the work of others.
• Ability to gather, analyze data and maintain accurate records.
• Ability to obtain and maintain required certifications.
• Ability to plan, monitor and evaluate contractual personnel activities.
• Demonstrated ability to communicate effectively with diverse audiences and conduct meetings.
• Experience in interpreting policies and procedures.
• General knowledge of VDOT's Road and Bridge Standards and Specifications, roadway maintenance and construction practices and policies, and OSHA and environmental regulations and laws.
• Knowledge of highway maintenance, construction equipment, materials and methods.

Responsibilities

• Communications: discuss contract questions, resolve conflicts and respond to citizen concerns and complaints.
• Contract Monitoring: monitor contracts, guide field workers, verify completed work and document performance.
• Contractor Oversight and Performance: conduct field reviews, communicate work status, review incident plans.
• Incident Management: act as liaison during emergencies and ensure plans are implemented.
• Interstate Quality Assurance and Control: evaluate maintenance work against standards and specs.
• Quality Assurance and Control: provide QA, report remediation needs, ensure completion.
• Work Plan and Documentation: review and adjust contractor work plans, document activities with diaries/photos.
