Job summary

SoftBank Group International seeks a seasoned Program Controls Leader to own the Portsmouth owner-side framework, including schedule, cost baselines, cash flow, risk/change governance, and reporting. You will align PMO, EPC/EPCM, Owner Engineer, utilities, permitting, procurement, and site scopes.

You will establish an integrated master schedule, cost controls, risk management, change governance, and executive reporting cadence, driving decision-focused insights for senior leadership.

Qualifications

• Bachelor degree in a relevant field.
• 15+ years in project management on large capital projects.
• Deep expertise in scheduling, cost engineering, earned value, and risk management.
• Experience establishing controls for FEED/EPC/EPCM, procurement, and turnover.
• Ability to challenge contractor schedules and provide executive reports.
• Strong leadership and communication with diverse stakeholders.

Responsibilities

• Own the Portsmouth owner-side program controls framework across schedule, cost, estimating, cash flow, risk, change, reporting, and governance.
• Establish integrated master schedule structure and reporting cutoffs across PMO, EPC/EPCM, Owner Engineer, utilities, permitting, gas/fuel, procurement, and site scopes.
• Lead cost controls including baseline development, forecast, accruals, cash flow, and executive reporting inputs.
• Develop and operate the risk and opportunity process with mitigation ownership.
• Own program change governance with approvals and log.
• Build executive reporting cadence including weekly dashboards and board inputs.
• Partner with Finance on funding requests, budget governance, and investment committee materials.
• Assure PMO/EPC/EPCM controls deliverables and challenge underlying assumptions.
• Define PMIS/reporting data requirements and coordinate with information management capabilities.
• Recruit and lead planning/scheduling, cost controls, risk/change/governance, and program governance/reporting resources.
• Travel as required.
