Job summary

SoftBank Group International is seeking a seasoned Cost Controls leader to own the day-to-day Portsmouth cost-control system, delivering a reliable, decision-ready view of committed, incurred, forecast, and at-completion costs across the program.

This role connects cost performance to schedule, change, risk, procurement, cash flow, and executive reporting, establishing discipline across owner, PMO, EPC/EPCM, OEM, and consultant scopes.

Qualifications

• Bachelor degree in engineering, construction management, finance, accounting, business, or related field.
• 15+ years of project management, controls, or program governance experience on large capital projects in relevant sectors.
• Deep expertise in integrated master scheduling, Primavera P6 or equivalent, cost engineering, estimating, earned value/progress measurement, cash flow, risk management, and change control.
• Experience establishing controls systems for projects in development, FEED, EPC/EPCM procurement, execution, commissioning, and turnover phases.
• Demonstrated ability to challenge contractor/PMO schedules, estimates, change orders, risk assessments, and progress claims.
• Experience preparing executive-level project reports that drive decisions.
• Strong understanding of stage-gate governance, approval thresholds, capital budget governance, and investment decision support.
• Strong leadership and communication skills with ability to influence stakeholders.

Responsibilities

• Develop and administer the Portsmouth cost-control framework, including cost breakdown structure, coding, baseline control, commitments, actuals, accruals, forecast, cash flow, contingency, and variance analysis.
• Maintain the owner cost ledger and estimate-at-completion across contracts and internal costs.
• Lead monthly cost close and forecast cycle, reconciling submissions with PO, invoices, accruals, risk, and Finance records.
• Review and challenge cost reports, progress measurement, payment applications, forecasts, and projections.
• Partner with Commercial and Project Delivery to evaluate cost impacts of changes and settlements.
• Partner with Procurement to track commitments, POs, supplier payments, and owner-furnished equipment exposure.
• Track trends, changes, contingency drawdown, and potential exposure with risk/change and governance teams.
• Develop cash-flow forecasts and funding inputs in coordination with Finance and executive reporting requirements.
• Establish cost-control quality checks and escalation triggers.
• Support future PMIS/cost-system implementation and scalable data architecture.
