About the role:
Lead owner-side execution for an assigned Portsmouth site, power block, or major project scope. The Sr. Project Manager is accountable for integrated delivery performance across safety, quality, interfaces, and owner decisions, acting as the primary day-to-day owner counterpart to the assigned EPC/EPCM contractor and internal functional leads.

What success looks like in the first 6-12 months
- Clear execution plan, milestones, scope boundaries, owner decisions, and near-term priorities established for the assigned project scope.
- EPC/EPCM contractor performance actively managed through disciplined execution reviews, action closure, schedule challenge, change visibility, and escalation.
- Engineering, procurement, permitting, construction, commissioning, controls, commercial, and interface dependencies integrated into one credible delivery picture.
- Critical-path threats, contractor underperformance, scope gaps, and owner decision needs surfaced early with recovery options and consequences.
- Construction and commissioning readiness advanced through coordinated work-front planning, material availability, design maturity, permits, temporary facilities, logistics, and system turnover planning.
Key responsibilities
- Serve as the owner-side project manager for an assigned site, power block, or major delivery scope from development handoff through commissioning and turnover.
- Manage day-to-day EPC/EPCM performance against contract scope, milestones, safety, quality, engineering, procurement, construction, commissioning, cost, schedule, change, and reporting obligations.
- Lead project execution meetings, lookaheads, risk/issue reviews, contractor action tracking, and owner decision closure for the assigned scope.
- Review and challenge contractor schedules, staffing plans, engineering deliverables, procurement status, fabrication commitments, logistics plans, construction sequencing, progress claims, forecasts, and recovery plans.
- Coordinate owner inputs from Engineering, Program Controls, Procurement, Commercial, Permitting, Interfaces, Construction, Gas/Fuel, Operations, Legal, and Finance.
- Drive timely resolution of RFIs, submittals, design decisions, owner-furnished equipment dependencies, utility interfaces, permits, scope clarifications, changes, claims, and field constraints.
- Maintain a clear project-level risk, issue, decision, change, and constraint picture and escalates material items to the Project Director with options and recommendations.
- Ensure schedule, cost, engineering, procurement, permitting, construction, commissioning, and commercial assumptions remain mutually consistent.
- Support contractor payment/progress validation, change evaluation, claim avoidance, and commercial documentation in partnership with Program Controls and Commercial.
- Build a strong safety and quality culture through visible owner leadership and disciplined contractor accountability.

Required qualifications
- Bachelor degree in engineering, construction management, project management, or related technical field; equivalent major project experience may be considered.
- 12+ years of project management or project execution experience on large capital projects in power, energy, oil and gas, utilities, infrastructure, industrial, or comparable sectors.
- Demonstrated owner, EPC/EPCM, or major contractor experience across engineering, procurement, construction, commissioning, schedule, cost, risk, and change.
- Experience managing high-value scopes or projects with multiple contractors, OEMs, utility interfaces, and internal functions.
- Strong understanding of critical-path management, progress measurement, construction readiness, change control, contract administration, and commissioning/turnover.
- Strong safety leadership, commercial awareness, and ability to challenge contractor plans constructively.
- Excellent written and verbal communication with ability to present project status, options, risks, and decisions clearly to senior leadership.
Preferred qualifications
- Experience with combined-cycle/simple-cycle gas-fired generation, transmission/interconnection, substations, gas/fuel infrastructure, or large industrial/data-center infrastructure.
- Experience managing EPC/EPCM execution from development/FEED handoff through commissioning and commercial operation.
- PMP, PE, CCM, PgMP, or equivalent credential.
- Experience with Primavera P6, PMIS, cost-control systems, risk/change tools, document control, and executive reporting.
- Experience working within PJM, AEP, or comparable utility/RTO environments.
