Job summary

CDM Smith is seeking a Delivery Leader / Program Manager to lead and expand our federal construction portfolio in the Indo-Pacific. The role focuses on strategy, staffing, risk management, and client satisfaction across Hawaii, Guam, and broader Indo-Pacific projects.

The candidate will develop pursuit strategies, build teams, manage budgets and schedules, and collaborate with sales for new work opportunities. Travel up to 50% is expected.

Qualifications

• Bachelor's degree and at least 10 years of related experience.
• Domestic and/or international travel may be required.
• Equivalent additional directly related experience will be considered in lieu of a degree.

Responsibilities

• Lead pursuit strategies, teaming, bidding for complex Indo-Pacific projects.
• Plan and evaluate engineering or construction techniques and criteria.
• Create project definitions, schedules, budgets and objectives.
• Prepare detailed statements of work with WBS and stakeholder concurrence.
• Assess risk and outline mitigation strategies; ensure PM policies followed.
• Manage costs and profitability; identify residual risk.
• Monitor project status and escalate risks with mitigations.
• Coordinate staffing, subs/vendors and procurement processes.
• Build and maintain strong client relationships and expectations.
• Collaborate with sales to scope and price new work.
• Perform other duties as assigned.
