Job summary

CDM Smith is seeking a Delivery Leader / Program Manager to lead and grow our federal construction portfolio in the Indo-Pacific region. Location options include Hawaii, Guam, or the Greater Indo-Pacific Area, with up to 50% travel.

As Delivery Leader, you will develop pursuit strategies, define project scopes, schedules and budgets, manage staffing, and build strong client relationships to ensure profitable, on‑time project delivery across complex locations.

Qualifications

• Bachelor's degree and 10+ years related experience.
• Willingness to travel up to 50% annually.
• Experience in federal construction programs preferred.

Responsibilities

• Develop pursuit strategies, teaming partners, bidding tactics and project resources for complex Indo-Pacific projects.
• Plan and manage scopes, schedules, budgets and work breakdown structures; gain concurrence from stakeholders.
• Staff projects using internal resources and outside vendors; monitor risks and mitigate where possible.
• Build and maintain strong client relationships and ensure satisfaction with on‑time, quality delivery.
