Job summary

CDM Smith is seeking a Delivery Leader / Program Manager to lead and expand a federal construction portfolio in the Indo-Pacific region. The role requires developing pursuit strategies, coordinating teams, and managing complex projects across remote locations with demanding budgets and schedules.

Qualifications

• Bachelor's degree; 10 years of related experience.
• Domestic and/or international travel may be required.
• Equivalent additional directly related experience will be considered in lieu of a degree.

Responsibilities

• Develop pursuit strategies, including teaming partners, bidding tactics, and resources to deliver projects.
• Plan and evaluate project techniques, criteria, and schedules.
• Define projects, budgets, schedules, and objectives for difficult locations.
• Prepare detailed statements of work and work breakdown structures for stakeholder approval.
• Assess risks and implement mitigation strategies; ensure adherence to PM policies.
• Manage costs and profitability; identify residual risk in time and cost.
• Monitor project status and risks; escalate as needed.
• Coordinate staffing and internal/external resources; procure as required.
• Build and maintain client relationships; ensure client satisfaction with on-time outcomes.
• Collaborate with sales to evaluate new work and assist scoping/costing.
