Job summary

CDM Smith is seeking a Delivery Leader / Program Manager to lead and expand our federal construction portfolio in the Indo-Pacific. Location options include Hawaii, Guam, or Greater Indo-Pacific areas. You will develop strategies to pre-position, bid, win, and execute projects, while ensuring client satisfaction and profitability.

The role demands extensive program management experience, strong leadership, and the ability to work with diverse teams and vendors. Travel up to 50% is required.

Qualifications

• Bachelor's degree and 10 years of related experience.
• Travel up to 50% and willingness to work in the Indo-Pacific region.
• Equivalent additional directly related experience considered in lieu of a degree.

Responsibilities

• Develop pursuit strategies, including teaming partners, bidding tactics, and resources required to deliver projects in complex Indo-Pacific locations.
• Plans and conducts work requiring judgment in evaluating engineering/construction techniques and criteria.
• Create project definitions, schedules, budgets and objectives for projects.
• Prepare detailed statements of work with work breakdown structures and obtain approvals.
• Assess risk and implement mitigation; ensure adherence to PM policies and practices.
• Manage project costs and profitability; identify residual risk and communicate it.
• Monitor project status, risks and changes; coordinate staffing and resources.
• Build and maintain strong client relationships and collaborate with sales for new work.
