Job summary

Washington State Department of Social and Health Services (DSHS) is hiring a Learning and Development Specialist to support holistic employee development, coaching, and consultation aligned with organizational priorities.

You will design, update, and deliver training using ILT, VILT, and online modalities, partnering with subject matter experts to drive measurable learning outcomes and effective change management across the agency.

Qualifications

• Bachelor’s degree in business, education, human resources, social or organizational behavioral sciences, or related field and three years of HR experience, including organizational development or change, or equivalent education/experience.
• Ability to collaborate with others at all levels and with vendors/partners.
• Familiarity with design tools such as Articulate 360, Camtasia, Canva, and Miro.

Responsibilities

• Provide holistic leadership development and competency-based training across the employee lifecycle.
• Coach, mentor, and consult to align with DSHS priorities and values.
• Develop and update lesson plans, handbooks, assessments, trainer guides, and materials for ILT/VILT/OLT.
• Refine and share online, ILT, and VILT content with subject matter experts.
• Lead meetings and virtual gatherings to facilitate knowledge transfer.
• Provide Change Management, Instructional Design, and Adult Learning guidance to management and staff.
