Job description

Support employee learning throughout the employee lifecycle by designing and delivering competency-based training for the State of Washington.

Responsibilities

• Deliver accessible, inclusive learning and development programs for DSHS employees using multiple modalities, including coaching, mentoring, consultation, Instructor Led Training (ILT), Virtual Instructor Led Training (VILT), microlearnings, Online Training (OLT), workshops, presentations, facilitation, and blended learning approaches.
• Act as a designated subject matter expert on federal and state social service programs and provide training development across DSHS.
• Review assigned Project Work Requests and apply adult learning theory and industry-standard instructional design to plan and implement training projects.
• Partner with a team of Learning and Development Specialists to design, create, and update lesson plans, student handbooks, assessments, handouts, trainer guides, and other materials for ILT and VILT delivery.
• Refine, update, and share online training as well as ILT and VILT content.
• Facilitate and manage meetings, conference calls, and virtual gatherings to support knowledge transfer with assigned subject matter experts.
• Provide consultation to management and staff using perspectives in Organizational Change Management, Instructional Design, and Adult Learning Theory when policy, process, and/or systems are developed, procured, or change.

Requirements

• Bachelor’s degree focused on business, education, human resources, social or organizational behavioral sciences, or a related field, plus three years of broad-based professional human resource experience that includes:
  • Facilitating organizational development or change
  • Advising and consulting on human resource issues
• Or equivalent education/experience.

Preferred Knowledge, Skills, and Abilities

• Ability to collaborate with stakeholders at all levels as well as vendors and community partners.
• Facilitation skills, including experience planning and executing results-oriented group discussions and training.
• Familiarity with Articulate 360, Camtasia, Canva, and Miro.
• Understanding of curriculum development, instructional design, and adult learning theory.
• Ability to learn new technical skills quickly.
• Strong communication skills, including conveying complex technical concepts in plain language and emphasizing key messages concisely.
• Experience with Person-Centered Practices or Human-Centered Design.

Work Schedule

• Flexible/hybrid schedule (currently approved).

Compensation: USD 6,384 - 8,583 per monthly
