Job summary

Xcelerate Solutions, a leading GovCon firm headquartered in McLean, VA, is seeking a Proposal Manager to join our Growth Team. The role reports to the Vice President of Proposal Operations and oversees the full lifecycle development and management of federal proposals.

You will read RFPs, develop material, provide writing support, lead reviews, and coordinate with SMEs and graphics to deliver compliant, compelling submissions.

Qualifications

• Bachelor’s degree or higher; journalism or related field preferred.
• 3 years of federal proposal full-cycle development and management.
• 5 years of proposal development experience.
• Strong technical writing and copyediting experience.
• Strong desktop publishing experience.
• Familiarity with the Shipley Proposal Process.
• Proven MS Word and PowerPoint skills.
• Ability to write, edit, produce and review proposals and white papers.
• Ability to lead teams and manage multiple projects to tight deadlines.
• Willing to work nights and weekends when required.

Responsibilities

• Read and interpret Federal RFPs, RFIs, BPA's, RFQ's, IDIQ's, etc.
• Develop all proposal development materials including outline, compliance matrix, plan, kickoff materials, storyboard, and writing plans.
• Provide writing support, editing, and desktop publishing for proposals.
• Perform copyediting for grammar, clarity, and style.
• Ensure the proposal is clearly written, consistent, and error-free.
• Perform desktop publishing to format and style proposals per RFP.
• Ensure proposals are professional, on-brand, and compliant with government requirements.
• Provide feedback in reviews for compliance, weaknesses, inconsistencies, or gaps.
• Manage proposal writers, graphics, SMEs, teaming partners, and consultants.
• Schedule and assign resources for compliant responses to RFPs, RFIs, and sources sought.
• Lead pink, red, and gold team reviews including storyboards and final production needs.
• Use SharePoint to plan, assemble, review, store, and disseminate proposal information.
• Lead in solution development and creation of win themes and discriminators.
• Collaborate with BD VPs/Directors, Program Managers, and client program personnel for leadership and direction.
• Develop sections: Technical, Management, Staffing, Quality, Exec Summaries, etc.
• Coordinate with graphics to ensure visuals are compliant and meaningful.
• Create and maintain proposal schedule up to delivery.
• Organize final RFP submission for compliance with protocols.
• Run kick-off meetings and color team reviews for accuracy and compliance.
• Perform and manage proposal production, including hard copy submissions.
• Help maintain past performance and graphics database.
• Perform other proposal support duties as required.
