CFS is partnering with a respected nonprofit in Baltimore to hire a Human Resources Generalist who will support its people strategy and help build a diverse, high-performing workforce. The role requires collaborating with leadership to implement HR programs, recruit talent, and ensure compliant policies across the organization.

The position is 100% on-site in Baltimore, MD, offering a salary range of $70,000 to $90,000 depending on experience. Notary is a plus but not required.

Qualifications

  • 5+ years of progressive HR experience, ideally in public sector or nonprofit environments.
  • Experience onboarding new hires and managing recruitment processes.
  • Ability to design and maintain HR policies in line with laws and public-sector requirements.

Human Resources Generalist – Baltimore, MD

CFS is partnering with a well respected non profit organization in Baltimore City to hire a Human Resources Generalist to support its people strategy. This Human Resources Generalist role is ideal for a collaborative professional who thrives at the intersection of public impact and private-sector innovation, helping to build and sustain a diverse, high-performing workforce. The Human Resources Generalist will act as a strategic partner to leadership, developing and executing human resources programs that attract, retain, and grow talented professionals.

Job Duties For The Human Resources Generalist
  • Partner with leadership to develop and execute HR strategies that support workforce planning, organizational growth, and inclusive economic development goals
  • Manage full-cycle recruitment efforts, including sourcing diverse talent, building community partnerships, and leading onboarding to ensure a strong candidate and new hire experience
  • Design and maintain HR policies, procedures, and employee handbooks in compliance with federal, state, and local employment laws and public-sector requirements
  • Provide coaching and guidance on employee relations matters, including conflict resolution, investigations, and performance management
  • Support compensation and benefits programs through salary benchmarking, administration, vendor coordination, and payroll compliance collaboration
  • Drive employee engagement, retention, and professional development initiatives that foster an inclusive, equitable workplace culture
  • Maintain HRIS systems, employee records, and data integrity while producing reports and analytics for leadership decision-making
  • Handle administrative HR functions including leave administration, disability claims, employment verifications, and unemployment inquiries
  • Support organizational change initiatives, special projects, and continuous improvement efforts across HR operations
Qualifications For The Human Resources Generalist
  • 5+ years of progressive HR experience (public sector, nonprofit, or mission-driven organizations preferred)
    • Strong knowledge of onboarding, benefits and 403(b) administration, and recruitment
  • HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) a plus
  • Experience using ADP WFN and MS Office Suite preferred
  • Able to work independently, strong initiative, and resourceful
  • Active notary a plus but not required
Schedule:

100% on site in Baltimore, MD. M-F, 7am-9am flexible start time, 40 hours per week

Salary:

$70,000-$90,000 depending on experience
