Essential Job Functions

The Human Resources Associate serves as the liaison between the Maryland Judiciary Human Resources and District# 1, which includes 4 district court locations. The incumbent reports directly to the Administrative Clerk for and has the responsibility for advising Division Chiefs, court supervisors, judges, and employees of procedural requirements for completing personnel actions; complete, compile and submit forms to HQ HR and enter transactions into CONNECT essential for hiring, reclassification, and separation from employment; review job applications, schedule and conduct interviews, complete reference checks, and present job offers; maintain confidential employee files for all employees; maintain organizational charts for District 1; coordinate and organize employee appreciation events and activities.

Essential Duties And Responsibilities

Responsible for all personnel functions of District 1? s 300+ employees including commissioners that have been assigned to the administrative staff by HR HQ which involves a wide variety of tasks performed independently for supervisors, managers, judges, and contractual and regular employees for all court locations. Consult will Administrative Clerk, Administrative Commissioner, Division Chief in charge of each location and managers.

Coordinate with Division Chiefs, update & track vacancies, schedules interviews for vacant positions; conduct reference checks; Schedule skills assessment test when requested

Assists supervisors/managers with interviews, PDQs and other HR paperwork. Work with Administrative Commissioner as requested.

Process paperwork to hire all new employees/transfers. Advise Judges?, supervisors, employees, and applicants of procedural requirements for processing personnel actions such as new hires, reinstatements, reclassifications, etc.

Performing new employee orientations schedule to obtain Maryland Judiciary ID and collecting new employee paperwork, as well as providing new employees with accurate information such as local policies and expectations.

Assists HR HQ with presenting information and materials to Judges? and employees concerning health benefits, retirement plans, payroll functions, leave benefits and any other rules and regulations administered by HR HQ.

Other functions including but not limited to: maintain confidential employee files, work with Administrative Clerk and Judges on confidential projects and other duties, such as creating spreadsheets, proofreading letters/documents; maintain current organizational charts, assignment o staff by each building, distribute and collect keys/swipe cards, verify payroll for accuracy according to audit standards.

Work with each division chief to promote and organizes yearly employee appreciation luncheon, work with HR & HQ to monitor quarterly ordering and distribution of one-year mugs certificates or recognition for milestone years of employment and for retirees; planning employee and other related events scheduled for each building as requested.

Assist Division chief when requested to ensure Injured Workers? reports are submitted timely; maintains Injury report files.

Judiciary CONNECT; assists employees and managers with CONNECT

Back-up/assists Administrative Assistant to the Administrative Clerk with various tasks, phone calls, etc.

Works with DGS (building management) & property owners to distribute and collect keys/swipe cards, track and make sure they are collected when employee elects to terminate their employment.

Maintains/ Update employee lists, such as District 1 employee list, etc., answer calls from public about employment opportunities, refer appropriate inquires to HR.

Schedules representatives from various vendors such as SECU, Nationwide, etc. to visit onsite and meet with employees.

Represents Maryland Judiciary District Court#1 at career fairs to provide information to the public regarding Judiciary employment, pass out recruitment materials, etc.

Minimum Qualifications

Education: High School (or GED equivalent).

Preferred: Some College or AA degree in: Human Resources Management

Experience: Three (3) years of general clerical or administrative experience to include two (2) years applying or implementing human resources procedures, policies, rules, and regulations.

Knowledge, Skills, And Abilities

Knowledge of:

District Court mission, structure, culture, policies, and procedures related to the handling of personnel matters.

Procedural requirements for assigned areas, such as health benefits and retirement enrollment, recruitment, interview, and selection of new employees.

District Court and Central Payroll Bureau policies, procedures, and forms for processing of human resources transactions.

Skill In

Customer service and handling problems tactfully and patiently.

Typing on a personal computer.

Accuracy and attention to detail.

Ability To

Organize a wide variety of tasks and to prioritize effectively meeting all deadlines.

Keep track of multiple employee situations and follow-up, as required.

Express understanding of employees? personal situations, maintain appropriate confidentiality, and remain objective and fair in the application of personnel rules, procedures, and guidelines.

Communicate effectively and precisely with Court personnel both verbally and in writing.

Understand and follow complex directions.

Exercise independent judgment and initiative.

Operate a personal computer and other standard office equipment.

Maintain a detailed filing system and confidentiality.

Maintain a harmonious and effective working relationship with supervisors, judges, and the public.

Physical Requirements

Light work. Exerting up to 20-25 pounds occasionally, If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Equipment, Machinery And Tools

Personal computer, copier/fax/scanner, calculator, other standard office equipment. The use of office equipment daily to communicate with District 1 supervisors and employees, HQ and to transfer information/paperwork. Personal vehicle used when traveling to or between both District 1 locations in Baltimore City.

Software And Computer Skills

Microsoft Office Suite, Visio, and CONNECT to process personnel matter, collect information related to work.
