Citizens is seeking an HR Technology Platform Manager to own the strategy, roadmap, governance, and continuous improvement of the HR technology ecosystem. You will bridge HR, Technology, Finance, Risk, and external partners while leading cross-functional delivery from discovery through deployment and stabilization.

Qualifications
- Bachelor's degree in Software Engineering, Computer Science or related Technology discipline.
- 10+ years of progressive HR technology, HRIS, product management, or enterprise applications experience, including leadership of large-scale HCM initiatives.
- 5+ years leading teams, workstreams, platforms, or portfolios with roadmap, delivery, operations, and vendor performance.
- Proven success owning an enterprise HCM platform or comparable SaaS HR ecosystem (Oracle HCM Cloud, Workday, ADP, UKG).
- Experience establishing HRIT governance, release management, demand intake, prioritization, testing, change control, and production support practices.
- Strong knowledge of enterprise HR processes and data (Core HR, recruiting, compensation, talent, payroll, benefits).
- Proven people leadership and vendor management skills; ability to drive accountability.
- Hands-on experience with end-to-end software development in an agile environment.
- Experience with multiple IT disciplines and architectural concepts.
- Strong communication skills; ability to discuss technical topics with non-technical stakeholders.
- Experience with Oracle HCM Cloud platform; regulated/complex enterprise environments.
Responsibilities
- Serve as the accountable platform lead and engagement partner for HR leaders, product owners, technology teams, and vendors; establish decision rights and escalation paths.
- Lead end-to-end delivery of HR technology initiatives, including discovery, business cases, planning, configuration oversight, integration, testing, deployment, and benefits realization.
- Direct quarterly release readiness and regression testing; drive adoption of Oracle capabilities and automation opportunities.
- Establish and operate platform governance, release management, intake, prioritization, and production-readiness practices.
- Lead internal teams and delivery partners; set outcomes, manage capacity, and develop talent.
- Identify opportunities to simplify processes and apply AI-enabled automation to HR service delivery and operating efficiency.
- Manage platform budgets for one or more domains.
