Job summary

The City of Victoria is seeking an HR Partner to enhance department functions with a focus on talent acquisition and development. Responsibilities include staffing, recruiting, onboarding, training, development, and leadership program design to support succession planning.

Essential duties involve partnering with managers, implementing recruitment strategies, and overseeing HRIS-related projects while ensuring compliance with employment laws and policies. This role is based in Victoria, Texas.

Qualifications

• Bachelor's degree in Human Resources or related field and 3–5 years of HR experience.
• SHRM or HRCI certification preferred.
• Knowledge of local, state, and federal employment laws and HR best practices.
• Experience promoting inclusive hiring practices and equitable selection processes.

Responsibilities

• Lead recruitment efforts, including requisitions, postings, interviews, and onboarding.
• Develop and implement recruitment strategies to meet staffing needs.
• Collaborate with managers to define required skills and assess applicants.
• Partner with leadership to identify talent needs and build internal pipelines.
• Drive employer branding through job fairs and digital platforms.
• Coordinate postings and applicant procedures; monitor vacancies.
• Utilize analytics to assess recruitment effectiveness and areas for improvement.
• Schedule pre-employment checks and onboarding activities.
• Provide engaging candidate experiences and structured onboarding support.
• Design and deliver training programs, including New Employee Orientation.
