Job summary

The Minneapolis Public Housing Authority is seeking an experienced HR Manager to lead the day-to-day operations of the Human Resources Department and support the HR Director in implementing initiatives aligned with the Authority's policy, mission, and values.

Qualifications

• Bachelor’s degree in HR, business administration, public administration, or related field; five years HR experience with supervisory responsibilities.
• Experience in labor relations, compensation, benefits, public-sector HR, and union environment preferred.
• Strong HRIS and MS Office proficiency; knowledge of Yardi preferred.

Responsibilities

• Oversee HR staff, including training, assignment, and performance evaluations.
• Coordinate recruitment, payroll-related HR coordination, benefits and leave administration, and employee relations.
• Lead labor negotiations and coordinate with HR Director and Legal as needed.
• Advise managers on HR policies, performance management, and employee development.
• Support development and implementation of board-approved HR policies.
• Perform other related duties as assigned.
