Job summary

Children of Promise, NYC is seeking an HR Operations Manager to lead compliance, payroll administration, and HR infrastructure across multiple program sites in Brooklyn and the Bronx. You will manage pre-employment clearance, benefits, and policy administration while ensuring auditing readiness and regulatory compliance.

The role partners with Talent Acquisition and organizational leadership to strengthen the HR Playbook, enhance employee lifecycle programs, and support a diverse workforce

Qualifications

• Bachelor’s in Human Resource Management, Business Administration, or a related field.
• Master’s in HR or related field is a plus.
• Five or more years of progressive HR generalist or operations experience; nonprofit experience preferred.
• Working knowledge of federal, New York State, and New York City employment law.
• Experience administering Paycom and multi-site workforce.

Responsibilities

• Own end-to-end pre-employment clearance for all staff, interns, and volunteers with youth contact, and maintain audit-ready personnel files across sites.
• Oversee end-to-end payroll processing in Paycom for all staff and manage timekeeping, pay rules, and attendance configuration.
• Administer benefits, leave programs, compensation administration, and HR policies; ensure compliance with regulations.
• Manage employee relations, policy, records, and HR Playbook; coordinate investigations and performance documentation.
• Collaborate with Talent Acquisition and leadership to develop reporting and workforce strategies.
• Ensure compliance with federal, state, and local employment laws across all program sites.
