Job summary

The Commonwealth of Pennsylvania, Wayne County team, seeks a HR Analyst 1 to support personnel administration for a large, diverse workforce. You will manage confidential records, supervise an HR Assistant, ensure policy compliance, and assist with merit-system recruitment and applicant guidance.

The role is full-time with standard hours, some travel, and no telework. A background check and PA residency are required for employment in this position.

Qualifications

• One year of experience in technical human resource duties; and a bachelor’s degree; or any equivalent combination of experience and training.
• PA residency requirement and ability to perform essential job functions.

Responsibilities

• Record Management: Maintain accurate, confidential personnel records per Merit System and county rules.
• Supervision Duties: Guide, train, and review the work of the HR Assistant and set priorities.
• Policy Compliance: Apply Civil Service rules and procedures when processing personnel actions.
• Recruitment Support: Coordinate outreach, attend job fairs, and assist merit system hiring.
• Applicant Guidance: Provide clear information on hiring steps and promotion processes.
