Job summary

The Commonwealth of Pennsylvania seeks a Human Resource Analyst Trainee to build a strong foundation in position classification and organization management through a 12-month development program. You will gain hands-on experience, mentorship, and formal training while learning to analyze jobs and support agencies with workforce challenges.

Qualifications

• Bachelor's degree with 15 credits in public administration, business administration, or a closely related field.
• Equivalent combination of experience and training with 15 credits in public administration, business administration, or a closely related field.
• Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree/credit.
• Must meet PA residency requirement and be able to perform essential job functions.

Responsibilities

• Develop an understanding of agency operations to identify classification, pay, and organizational needs
• Work with supervisors, consultants, HR staff, and leaders to explore options and deliver customer focused solutions
• Participate in employee and supervisor interviews to understand duties and responsibilities
• Research and analyze information to support job evaluations and organizational assessments
• Compare job duties to job specifications to determine classifications
• Evaluate temporary working out of classification assignments and reporting relationship updates
• Assist agencies during hiring workflows by reviewing position descriptions for classification accuracy
• Visit worksites to observe duties and build understanding of how jobs function

Education
