Job summary

YWCA South Hampton Roads is seeking a Housing Programs Manager to supervise all housing programs and staff. The role coordinates with the Norfolk Continuum of Care to ensure seamless housing services for unhoused clients and to meet grant requirements.

The position also trains staff and volunteers on program operations, crisis intervention, and the dynamics of interpersonal violence, while overseeing grants, reporting, and data integrity to support client outcomes.

Qualifications

• Bachelor’s degree in social work, criminal justice, or related human services field.
• Two years of supervisory experience or equivalent leadership/management training.
• Two years of experience working with victims of violence and/or homeless persons.
• Previous experience working in a homeless housing program preferred.

Responsibilities

• Oversee the supervision and management of housing programs and staff.
• Collaborate with the Norfolk Continuum of Care and leadership to coordinate housing services for unhoused clients.
• Train staff, volunteers, and interns on the Housing Program and violence dynamics.
• Define and implement new programmatic procedures for emergency housing and rapid rehousing while ensuring grant compliance.
• Oversee grant implementation, reporting, data integrity, and budget monitoring.
