Virginia Department of Housing and Community Development is seeking a Program Manager to lead the implementation and oversight of housing and community development programs, including the Community Development Block Grant program. You will supervise staff, ensure compliance, and build strong partnerships with local governments and nonprofits to maximize outcomes across Virginia.

You will provide technical guidance, monitor performance, and help develop policies that improve program delivery

Formación

• Knowledge of people-management techniques including staff coaching and performance management
• Excellent data collection, analysis, and reporting with relevant software
• Experience presenting technical information and delivering training workshops
• Ability to forge partnerships with local governments, nonprofits, and state/federal agencies
• Strong communication and organizational skills across multiple priorities
• Progressive leadership experience directing and developing staff
• Experience interpreting/f applying federal, state and local laws for grants
• Experience administering large housing/community development grants with contract management

Responsabilidades

• Lead and oversee housing and community development programs including CDBG
• Supervise staff and foster collaborative, accountable teams
• Oversee grant administration, budgets, reporting, and project tracking
• Interpret funding requirements and policies for compliant delivery
• Build partnerships with governments, nonprofits, and agencies
• Provide technical assistance and training to grantees and partners
• Monitor performance and recommend program improvements
• Prepare reports and presentations for leadership
• Develop program guidance, procedures, and policies
• Travel across Virginia for site visits and stakeholder meetings
