Job summary

Clackamas County’s Housing & Community Development Division seeks an experienced Housing Services Program Monitor to oversee a portfolio of contracted housing programs, provide coaching to providers, and ensure compliance across multiple funding sources.

The role emphasizes developing guidelines, coordinating multi-agency efforts, and advancing equitable access within the homelessness response system. Strong collaboration and data-analysis skills are essential.

Qualifications

• At least four years as a case manager or program coordinator for housing-related services.
• Experience managing multiple contracts or grant-funded programs with budgets and invoicing.
• At least two years in housing navigation and placement services.
• Experience designing complex housing systems in public or nonprofit sectors.
• Ability to interpret complex regulations into clear documentation or guidance.
• Experience assessing training needs of partner staff.
• Ability to collaborate with county housing teams, providers, and community partners.
• Experience coaching providers and managing performance, compliance, or service-quality concerns.

Responsibilities

• Oversee contract performance, compliance, and fiscal reviews; conduct site visits and document reviews.
• Review program and contract data to identify trends, gaps, risks, and disparities and translate into action.
• Lead coordination with partner agencies and housing services staff.
• Develop program documentation, guidelines, and protocols to support complex housing programs and equitable access.
• Evaluate homelessness programs and propose improvements; incorporate feedback from partners and counties.
• Identify capacity-building needs and support training resources for partner agencies.
• Support homelessness response strategy development and interagency agreements.
• Participate in design of housing systems and BFZ implementation.
