Job summary

Northwest Human Services is seeking a Homeless Services Program Manager in Salem, Oregon, to lead the HOAP initiative. You will guide staff, partners, and resources to connect adults experiencing homelessness with healthcare, behavioral health, and supportive services.

This role reports to the Transitional Program Director and focuses on equity-driven outcomes. The position emphasizes workforce development, safety, and accountability, with collaboration across healthcare, housing, and community

Qualifications

• Bachelor's degree in Counseling, Social Work, or Public Health required.
• Experience in program management, planning, and oversight.
• Experience with workforce management and training.
• Understanding of systems of care and community resources.
• Experience developing collaborative relationships with community partners.
• Valid Oregon driver's license and proof of automobile insurance.

Responsibilities

• Lead HOAP and ensure access to healthcare, behavioral health, emergency assistance, and community resources.
• Lead with equity using cultural humility, trauma-informed care, and harm reduction.
• Recruit, hire, coach, supervise, and develop staff and volunteers.
• Develop HOAP services in alignment with the agency's strategic plan.
• Represent HOAP in the community and collaborate with healthcare teams and stakeholders.
• Oversee grant/contract expectations, data quality, reporting, audits, and policies.
