Job summary

JLL is seeking a senior Program Controls Lead to drive integrated cost controls, estimating, and scheduling across a portfolio. You will establish governance frameworks, lead cross-functional teams, and deliver data-driven insights to improve predictability and capital planning alignment.

Reporting to the COE Lead, you will partner with Project Delivery, Design Enablement, PMO, and client stakeholders to ensure disciplined controls, benchmarking, and timely reporting.

Qualifications

• Bachelor's degree in construction-related field or equivalent.
• 10+ years in construction cost controls, estimating, scheduling, or program controls leadership.
• Proven leadership of multidisciplinary controls or program management teams.
• Experience with cost estimating, schedule governance, and portfolio analytics.

Responsibilities

• Lead program controls governance across estimating, scheduling, forecasting, and reporting.
• Establish and enforce standards for controls, estimating, and scheduling across portfolios.
• Develop benchmarking, analytics, and risk visibility to improve predictability.
• Partner with Project Delivery, PMO, Design Enablement, and clients to align priorities.
• Provide leadership for recovery planning and continuous improvement initiatives.
