Job summary

System One in Miami, FL seeks a VP of Voucher Programs to lead strategic efforts in affordable housing and voucher initiatives. You will align opportunities with organizational goals, build partnerships with public housing authorities, nonprofits, and industry stakeholders, and guide program development.

The role requires deep HCV knowledge, senior leadership experience, and a commitment to equity, resident-centered design, and regulatory navigation. Onsite, 40-hour weeks with strategic impact.

Qualifications

• Five+ years of supervisory experience.
• At least four years in administration of public or private housing programs.
• Senior-level leadership experience in affordable housing or related fields.
• Deep understanding of Housing Choice Voucher (HCV) operations, regulatory frameworks, landlord engagement, and participant support.
• Experience navigating regulatory environments and funding mechanisms (HUD, LIHTC).
• Commitment to equity, resident voice, and community-driven solutions.

Responsibilities

• Establish and lead strategic vision for affordable housing and voucher-program initiatives.
• Guide development of new programs, partnerships, and models to expand housing access.
• Oversee early-stage planning, resource alignment, and readiness for future housing initiatives.
• Provide leadership across internal teams with a culture of collaboration and accountability.
• Strengthen program compliance, quality, and performance through data-informed decisions.
• Build high-level relationships with public housing authorities, agencies, nonprofits, developers, and community stakeholders.
• Represent the organization in regional and national housing conversations and policy discussions.
