Quadel is seeking an innovative and strategic Vice President of Voucher Programs - Miami-Dadeto lead the growth, modernization, and long-term vision of our voucher and rental assistance initiatives. This is more than a traditional operations role. A key focus of this role will be providing executive leadership for Quadel's partnership with the Miami-Dade County Housing Choice Voucher (HCV) Program, ensuring operational excellence, regulatory compliance, stakeholder engagement, and exceptional service delivery. Whether collaborating with housing authorities, engaging community stakeholders, or developing innovative approaches to voucher administration, your leadership will help make housing opportunities more accessible and effective for the people who need them most.

DUTIES AND RESPONSIBILITIES
Strategic Leadership
  • Establish and lead a strategic vision for affordable housing and voucher program initiatives, aligning emerging opportunities with organizational goals.
  • Develop and execute strategies that support the ongoing success, growth, and innovation of the Miami-Dade County Housing Choice Voucher Program while advancing organizational and community housing goals.
  • Guide the development of new programs, partnerships, and operational models that expand housing access and improve outcomes for residents.
  • Oversee early-stage planning, resource alignment, and organizational readiness for future housing initiatives.
  • Serve as a thought leader on housing stability, rental assistance, and systems-level solutions.
Voucher Operations Oversight and Innovation
  • Lead Quadel's operational partnership and strategic initiatives supporting the Miami-Dade County Housing Choice Voucher (HCV) Program, ensuring high performance, regulatory compliance, contract deliverables, and continuous program improvement.
  • Provide executive leadership and oversight for Housing Choice Voucher (HCV) initiatives, Project-Based Voucher (PBV) programs, and related rental assistance operations.
  • Identify and advance strategies that improve voucher utilization, landlord participation, program efficiency, and participant experience.
  • Strengthen program compliance, quality, and performance through data-informed decision-making and operational excellence.
  • Champion resident-centered program design that reflects community needs and supports long-term housing stability.
  • Lead efforts to modernize processes, enhance service delivery, and implement best practices throughout voucher operations.
Partnerships and External Relations
  • Build and maintain high-level relationships with public housing authorities, government agencies, nonprofit partners, developers, and community stakeholders.
  • Serve as a senior liaison with Miami-Dade County leadership, housing stakeholders, community partners, and HUD representatives to strengthen collaboration and advance program outcomes.
  • Represent the organization in regional and national housing conversations, coalitions, and policy discussions.
  • Cultivate cross-sector collaborations that expand resources, influence policy, and drive systemic change.
Organizational Stewardship
  • Provide executive leadership across internal teams, fostering a culture of collaboration, accountability, innovation, and equity.
  • Support organizational growth by identifying capacity needs, shaping staffing strategies, and guiding operational development.
  • Oversee budgeting and resource planning for voucher operations and emerging housing initiatives.
  • Ensure alignment between mission, strategy, and day-to-day execution.
QUALIFICATIONS
  • Bachelor's Degree required, along with a minimum of five (5) years of progressively responsible supervisory experience.
  • At least four (4) years of progressively responsible experience in the administration of public or private housing programs and/or assisted housing programs.
  • Senior-level leadership experience in affordable housing, community development, voucher administration, or related systems.
  • Deep understanding of voucher programs, including Housing Choice Voucher (HCV) operations, regulatory frameworks, landlord engagement, and participant support.
  • Demonstrated success navigating complex regulatory environments and funding mechanisms, including HUD programs and Low-Income Housing Tax Credit (LIHTC) structures.
  • Proven ability to lead through ambiguity, develop new initiatives, and guide organizations through growth and change.
  • Strong strategic thinking, communication, and relationship-building skills.
  • Ability to obtain and maintain program-related certifications as required.
  • Clear commitment to equity, resident voice, and community-driven solutions.
