Job summary

First 5 Alameda County is seeking a seasoned ECM Program Manager to lead the development and implementation of a new Enhanced Care Management program for young children and families with complex medical and social needs in Alameda County.

You will oversee program operations, supervise staff, and ensure services meet quality standards and regulatory expectations, partnering with clinical and community partners to support coordinated care.

Qualifications

• Five (5) years of increasingly responsible experience in program management, administration, and development specific to the program area of assignment.
• Knowledge of leadership principles and practices; staff development and supervision.
• Ability to develop goals, budgets, policies, procedures, and work standards.

Responsibilities

• Oversees ECM service delivery and ensures CalAIM alignment and regulatory compliance.
• Supervises ECM staff, supports hiring, training, and performance management.
• Develops workflows, protocols, and systems for coordinated, whole-person care for Medi-Cal members.
