Job summary

First 5 Alameda County seeks a Program Manager to lead the development and implementation of its Enhanced Care Management program for children and families with complex medical and social needs. The role requires building the program from the ground up, coordinating with clinical and community partners, and ensuring CalAIM and regulatory alignment.

The position oversees ECM services, supervises staff, and develops comprehensive care plans to support Medi-Cal members, with a focus on birth equity

Qualifications

• 5+ years of progressively responsible experience in program management, administration, and development within the program area.
• Bachelor's degree from an accredited college or university in a closely related field applicable to the position.
• Knowledge of supervision, leadership, and staff development.
• Experience with budgets, grants, and funding proposals.

Responsibilities

• Leads development and implementation of the ECM program for young children and families.
• Oversees staff and ensures high-quality, coordinated service delivery.
• Develops workflows, protocols, and systems aligned with CalAIM requirements.
• Coordinates with Managed Care Plan partners and ensures compliant reporting.
