Job summary

The State of New Hampshire’s Department of Environmental Services, Commissioner's Office, Administrative Services Unit, seeks an Accountant IV to lead grant accounting, financial reporting, and internal control activities. This role oversees the Grants Management Section and supervises staff handling federal and state funds.

Ideal candidates bring a bachelor’s degree with supervisory experience and knowledge of government budgeting.

Qualifications

• Education/Experience: Bachelor's degree and 2 years of experience OR equivalent combination of 6 years of education and experience after completion of high school.
• Relevant experience and/or education must be in accounting or business administration involving fiscal management, including two years of supervisory or administrative experience.
• License/Certification: Valid driver’s license required for statewide travel.

Responsibilities

• Supervises the fiscal control activities for federal and other grants and interprets fiscal policies with minimal supervision.
• Manages cost allocation systems and ensures proper reporting for match and internal charges.
• Leads and evaluates Grant Accountant II and Superfund Accountant III staff to ensure timely, accurate federal accounting.
• Oversees payroll processing, time management, and biweekly uploads to DES Oracle Database.
• Performs biweekly reconciliations of federal expenditures and federal drawdowns in coordination with state systems.
• Maintains knowledge of changing federal requirements to advise on decisions.
• Provides backup to the Business Administrator III and assists with biennial budget requests.
