Baltimore County Department of Housing and Community Development seeks a professional accountant to manage grant accounting for the Housing Choice Voucher Program, process HAP payments to landlords, and prepare reports for VMS and county auditors.

This is a non-merit, part-time vacancy with a 34-hour work week under general supervision. The role also involves training staff and coordinating audits as needed.

Qualifications

  • Bachelor's degree in Accounting from an accredited college or university.
  • Two years' professional experience in Accounting or Auditing.
  • Additional experience may substitute education per policy.
  • Knowledge of government accounting systems and grant accounting.

Responsibilities

  • Maintains accurate accounting records for grant funding sources using Excel and Workday for HCVP.
  • Prepares monthly, quarterly, and annual grant reports including budgeting and forecasting.
  • Maintains accounts payable, processing Housing Assistance Payments (HAP) and vendor payments.
  • Prepares and analyzes complex accounting reports (e.g., VMS).
  • Supports auditors with documentation and ensures processes are documented.
  • Leads year-end close and grant closing procedures.
