Job summary

BDO USA in the United States is seeking a Manager, Outsourced Finance & Accounting to oversee full-life cycle of government contracting outsource engagements, including proposal development, staff assignment, and client relationship management. The role requires GAAP expertise and experience leading accounting teams within GovCon.

This position also covers monthly/quarterly/annual close, complex contract accounting, and regulatory compliance (FAR/CAS/DCAA).

Qualifications

• Bachelor's degree in Accounting, Finance, or Business Administration is required.
• Six (6) or more years of progressive accounting experience, including three (3) or more years of leading accounting teams in a government contracting environment.

Responsibilities

• Understands and manages all accounting functions including general ledger, AP/AR, payroll, fixed assets, cash management, indirect rate calculation, and GovCon project accounting.
• Manages monthly, quarterly, and annual close processes and prepares GAAP-compliant financial statements.
• Ensures accurate revenue recognition, complex contract accounting, and maintenance of accounting policies and procedures per GovCon regulations.
• Ensures compliance with FAR, CAS, DCAA, and federal contracting regulations while maintaining a DCAA-compliant accounting system.
• Oversees indirect cost structures, provisional billing rates, and forward pricing support.
• Oversees project setup, funding, labor charging, contract modifications, invoicing, cost allocations, profitability, and project closeout.
• Monitors contract funding, financial performance, and project costs for compliance and profitability.
• Leads budgeting, forecasting, indirect rate planning, and financial analysis for executive decisions.
