Cross Catholic Outreach is seeking an International Program Quality and Impact Manager to lead MEAL, program design, and partner capacity-strengthening across the portfolio. You will supervise a distributed TPDI team and ensure TPDI tools are applied to improve decisions and results.

The role requires 5+ years in international program quality, collaboration across programs, and Spanish fluency, with field partner experience in development contexts.

Qualifications

• Bachelor's degree in international development, program evaluation, public administration, social sciences, or related field.
• Master's degree preferred.
• 5+ years of experience in international program quality, program design, MEAL, adaptive management, or related field.
• Experience supervising geographically dispersed staff, consultants, or contractors.
• Demonstrated experience working through local implementing partners in international development contexts.
• Experience with participatory assessment, baseline studies, Theory of Change, results frameworks, indicators, monitoring, evaluation, learning, and program adaptation.
• Experience facilitating workshops and coaching multicultural teams remotely and in field settings.
• Strong organizational, portfolio management, communication, and cross-functional coordination skills.
• Required: Professional fluency in written and spoken Spanish.

Responsabilités

• Lead the consistent field application of TPDI guidance, tools, templates, and quality standards.
• Coordinate technical review with TPDI sector advisors and other subject matter experts.
• Supervise, coach, and develop TPDI Colleagues and ensure deliverables meet quality criteria.
• Support Ministry Partners to apply TPDI tools for assessment, design, monitoring, learning, and adaptation.
• Promote standardization while allowing contextual adaptation based on partner capacity.
