Job summary

HIAS is seeking a Vice President, Program Design and Impact to lead global program quality, evidence-based practice, and MEAL across diverse contexts. You will guide strategic frameworks, standards, and capabilities for impactful humanitarian programming.

Reporting to the Chief Programs Officer, you will manage a global team of technical professionals, advise senior leadership, and strengthen funding competitiveness through evidence and learning.

Qualifications

• Requires 15+ years in humanitarian/international development with senior leadership.
• Designs, implements, and scales programs across contexts.
• Translates strategy into practical program standards and systems.
• Strong collaboration with cross-functional teams and donors.

Responsibilities

• Lead global program design, quality, and technical excellence.
• Oversee MEAL and program data management functions.
• Drive evidence generation and learning to inform strategy and funding.
• Represent HIAS with donors, partners, and sector stakeholders.
• Manage budgets and resources for the Programs department.
